Very nice!  On page 3 is a familiar name: "Major Charles P. Winters" HAVE IDEA pilot.  This is probably Charles P. "Pete" Winters. He retired in 1988 as a Brigadier General, Deputy Commander of Electronic Systems Command (ESC) at Hanscom AFB, MA, west of Boston (Lexington-Concord roughly). His career encompassed an interesting array of fighter and fighter-test assignments. His Bio (http://www.af.mil/information/bios/bio.asp?bioID=7630) shows him as an Edwards Test Pilot from 1970 -75 and again specifically assigned to AFFTC Det 3 (Groom) in 1979 and Commander from May 81 to a new assignment in Mid 83.
The story is that he is the "Pete" referred to in the "Pete's Dragon" markings on a prototype F-117 (Squadron-Signal In Action book maybe?).

As an anecdote, I was in his office once at Hanscom as part of a team  presenting a briefing for a communications system (for a visiting RAF Air Commodore!) around 1987.  On a credenza behind his desk there was a wooden plaque-like stand with 3-4 Russian fighter aircraft control sticks on it and a plate saying something like "From the Red Hats, Doing Everything with Nothing" and a unit insignia with a bear wearing hardhat with a red star on it.  He saw me looking at them and I mentioned to him that I had supported the  Nellis Adversary Threat Training Facility. He replied: "Then you know exactly what they are, don't you". We had to get back to the presentation and that was that.

I love little anecdotes like that Smiley It is amazing how 'open' some of the Air Force's secrets are (and were!).

The Withers you refer to is the same one as in the document. I have already interviewed Shawler about DRY, but I fear I may be too late to speak to the other two pilot participants of DRY.
